The city risks building an inadequate library in a questionable location if it rushes to approve a private sector proposal for a new main branch, critics of the plan said at a library board meeting last week.  


 
Proposed changes to Bank Street will encourage pedestrians and shopping with wider sidewalks, no parking metres and lots of trees.
